Swiss Parliament Debates Tougher Rules on Online Casino Advertising and Age Verification
16 October 2026
Switzerland is considering stricter regulations for online casino advertisements amid growing evidence that minors and young adults are being exposed to gambling promotions through social media, mobile apps, and influencer channels.
Current legislation under Article 74 of the Federal Gambling Act prohibits all advertising for unauthorized gambling operations in Switzerland and specifically bans any marketing targeted at minors. Only licensed Swiss casinos holding official gambling concessions are permitted to advertise domestically, as confirmed by the Federal Gaming Board.
Regulators highlight the significant enforcement challenges posed by digital platforms, where prohibited gambling ads from international operators proliferate rapidly across borders. In a parliamentary briefing, the Federal Council noted that much of this advertising originates from overseas websites and social networks, complicating regulatory oversight.
Recent research conducted by Addiction Switzerland and Geneva authorities reveals troubling exposure rates among Swiss youth. Findings indicate frequent encounters with sports betting advertisements on digital platforms among 15-29 year olds, with foreign gambling operators specifically tailoring campaigns to younger demographics.
Additional Addiction Switzerland research detected gambling advertisements reaching underage users through mobile devices. The Federal Council has informed Parliament of its ongoing review of the Gambling Act's advertising and youth protection provisions, with a comprehensive report expected by late 2026.
A particular concern involves unauthorized gambling platforms improperly using Swiss national symbols, creating false impressions of government endorsement. Proposed countermeasures include redirecting users from blocked illegal sites to licensed Swiss operators where technically feasible.
Multiple agencies are coordinating enforcement efforts. The Federal Gaming Commission and intercantonal gambling authority Gespa are working with law enforcement to combat illegal operators and their promotional activities.
The Federal Gaming Board further emphasized that online vendors of certain products will eventually need to implement age verification systems, though nationwide technical standards remain under development.
Internationally, stricter advertising regulations are already in effect. The Netherlands prohibited untargeted online gambling ads in July 2023, now requiring operators to demonstrate that 95% of ad viewers are at least 24 years old.
Regarding enforcement difficulties, a Gaming Board representative commented simply: "Enforcement is resource intensive and challenging given the short lifespans of many foreign sites."
